This organizational charter was drawn up in accordance with Article 22 of the Kinmen County Self-Government Ordinance on Government Organization
The Kinmen Cultural Affairs Bureau (hereafter referred to as “the Bureau”) is headed by a Director-General appointed by the Mayor. The Director-General oversees all Bureau affairs. He or she is also responsible for the command and supervision of all subordinate employees.
The Bureau is organized into the following functional Sections:

- Arts Promotion Section: Responsible for the drafting of cultural policy and regulations, planning of community cultural activities, integration and management of cultural human resources, the planning and enrichment of local performance and exhibition facilities, volunteer training, review of public art planning, cultivation and recognition of artists, international cultural exchanges, planning of art activities, and support & advising of art groups.。

- Library Information Section: Responsible for the operation, management, planning and advising of public libraries, establishment of an online library information center, promotion of library usage, promotion of lifelong learning, library automation, public databases, and book publishing.

- Cultural Asset Section: Responsible for the preservation, revitalization and reuse of historic monuments, records, buildings, traditional building clusters, compilation and publication of cultural records, investigation, research and preservation of folk artifacts, cultivation and recognition of cultural asset talents, promotion of historical research, and the planning and promotion of world cultural heritage.
- d.
- Administration Section: Responsible for documentation, signatures, personnel evaluation, cashiers, general administration, property management, janitor management, advising funds and other affairs not under the jurisdiction of other sections and offices.
Bureau staff positions include Deputy Director-General, Section Chief, Section Officer, Technician, Assistant, Technical Assistant, Clerk and Secretary.
A Personnel Office headed by a Director shall be established by the Bureau for the management of personnel affairs in accordance with the law.
An Accounting Office headed by a Director shall be established by the Bureau for the handling of budgeting, accounting and statistical affairs in accordance with the law.
The official ranks, grades and complements of all positions listed in this Charter shall be defined in a separate Personnel Establishment Table. The official ranks and grades of each position shall be as defined in the Personnel Establishment Table.
The division of responsibilities within the Bureau shall be devised by the Bureau and submitted to the Kinmen County Government for approval.
Tier-2 organizations that report to the Bureau may be established by the Bureau for the handling of specific business activities. Their organizational charters shall be defined elsewhere.
This Charter shall take effect on a date set in a separate order issued by the Kinmen County Government.
